Internship and gap year

Is it still possible to complete two internships during a gap year? 

Yes, it is still possible to do two long internships during a gap year. However, the internship law requires that each internship must be incorporated in a programme comprising at least two hundred hours of study. It is therefore no longer possible to combine three internships within the framework of a Master’s degree (i.e. two internships during a gap year followed by the mandatory internship during the off-campus semester) unless you enrol in a 200-hour online course during one of the internship semesters. To implement this option, Sciences Po offers an Online Course Offer for Internships.

What is the Online Course Offer for Internships?

As of September 2017, Sciences Po will provide students with an online training programme consisting of e-courses, MOOCs and specific modules facilitating knowledge development and the acquisition of specific skills in various fields, including methodology.
During the transition period in 2017-2018, these courses will not earn credits or be graded. Their formative nature is important for the career paths and professional integration of students. Participation is obligatory and will be monitored.

Who does the Online Course Offer for Internships apply to?

The following students are concerned:

  • Master’s students who have completed two internships in their 2016-2017 gap year and wish to take a third internship during their off-campus semester
  • Undergraduate College students who have completed one or two internships during their third year and wish to take a gap year to pursue internships
  • Master’s students who are getting ready to take a gap year in 2017-2018. They must incorporate this reform into their plans for the off-campus semester, which will be taken, depending on the School, during S3 or S4 in 2018-2019

The following students are not concerned:

  • Students whose request for a gap year was approved before 11 July 2016. They must provide supporting documents
  • Students taking a third long internship in the Spring semester of 2017 as part of the off-campus semester of their Master’s degree

Which internships are concerned?

Initially, the reform applies to long internships, both compulsory and optional, completed during the gap year. Internships outsideFrance are no exception.
It is the number of internships that counts and not their cumulative duration. Three approved internships must be combined with online study, whether they take place over 3x six months or 3x 1 month.

Which internships are not included?

The first-year field placements of the Undergraduate College are not included.
For optional summer or part-time internships taken during your studies at the Undergraduate College or during a Master’s degree, approval will depend on your overall course of study and will be given by the academic advisors.
Please note that the accumulation of two gap years -between the 3rd year and M1 and between M1 and M2 - will no longer be accepted.

What alternatives exist for the off-campus semester in M2 if students do not wish to enrol in two hundred hours of distance learning?

  • An employment contract
  • International voluntary service or civic engagement
  • An exchange semester
  • A Master’s thesis
  • A professional project (language training, Sciences Po incubator, auto-entrepreneur, etc.)

The choice of project for the off-campus semester requires the approval of the academic advisor.

How do I search for an internship?

Searching for an internship is similar to searching for an employment: you have to target the organizations in accordance with your professional project, send your CV and an application letter and often you are interviewed.

How do I apply for an internship?

Is my internship taken into account for my retirement? 

Yes, under certain conditions. It is possible for an internship to be taken into account if it lasts more than two months and if it is remunerated.

  • The host organization has to provide you with a certificate stating the effective total length of the internship and the total amount paid.
  • You will have to provide this certificate in order to have access to the pension insurance scheme provided for in art. L.351-17 of the social security code.

If you want to submit this request, you have to do this during the two years following the end of your internship, with the competent institutions. In order to obtain retirement terms (which are limited to two), you must contribute a fixed amount.

The internship agreement

Is an internship agreement compulsory?

Yes, all internships have to be the subject of the signature of an internship agreement between the educational institution, the host organization and the intern before the beginning of the internship. The internship agreement’s main purpose is to specify the terms and conditions of the internship and to ensure the protection of the intern in particular with regard to industrial accidents and occupational diseases. The educational institution, the host organization and the intern have to sign it.

Who signs the internship agreement?

The internship agreement is signed by Sciences Po, the student, the host organization, the training supervisor and the academic advisor.

How do I validate my internship agreement?

Validation of your internship agreement by the Career Services takes between 24 and 48 hours. On the other hand, for the signature of your agreement by Sciences Po, the student should expect 8 days.

Am I allowed to begin my internship when my agreement is not yet signed?

No, you may not legally begin your internship, since you are not covered by any insurance. While your internship agreement is not signed, your internship is neither validated nor recognized by Sciences Po and you will not be covered in case of an accident.

How do I obtain an internship agreement?

When should I add an annex to the internship agreement?

In case of an (exceptional) breach of contract or extension of an internship, you have to ask the five signatories of the agreement (Career Services, host organization, academic advisor, training supervisor and you) to sign an annex and to follow a specific procedure. If you wish to prolong your internship beyond the duration initially stipulated you are also required to follow mandatory steps as specified on your student account.

I would like to renew or make changes to the internship agreement. Is that possible?

Yes, the signed internship agreement may be modified by an annex when the modifications are important. If necessary, you can send an email to stages.master@sciencespo.fr.

Deadline for internship agreements

“The deadline for internship agreements is the 31rst of August, reflecting changes in Student Social Security rules.
The decree n°2015 – 1865 of the 30th December 2015 changed the rules of affiliation to Student Social Security.
Since the 1rst January 2016, the dates of affiliation to the Student Social Security go from the 1rst of September to the 31rst of August +1 day.
This change impacts the coverage of Occupational Injuries and Diseases for interns.
Although the Student Health Mutuals (complementary coverage) will continue to cover students until the 31rst of December for medical care and insurance, they will no longer cover Occupational Injuries and Diseases.
With respect to this new regulatory framework, Sciences Po will no longer sign any internship agreement extending past the 31rst of August. Indeed, after this date, the interning student will no longer be covered for the risks mentioned above by their Social Security.
However, for internships with a financial compensation exceeding the legal minimum (15% of the Social Security hourly cap or 3,60 euro/h), students can, exceptionally, intern beyond the 31rst of August 2017, until the 30th of November 2017 maximum without having to register again at the University, subject to the condition that the internship starts before the graduation date. When the financial compensation exceeds the legal minimum, the host institution covers the risks of Occupational Injuries and Diseases during the whole length of the internship, even after the 31rst of August.
This does not apply to internships abroad.

Development of the internship 

Am I allowed to extend my internship?

Yes, but the request for an extension of an internship has to be made before the end of your internship and it cannot exceed 6 months (French institution). If not, you have to request a new internship agreement.

How many hours do I have to work per week?

The duration of the working hours is set at 35 hours per week in France.

Is the host organization allowed to make me work at night?

Yes, on condition that it is coherent with the purpose of the internship and that it is mentioned in the internship agreement. It is also necessary that the other employees of the organization are liable to work at night.

Is the host organization allowed to make me work on a Sunday?

Yes, on condition that it is coherent with the purpose of the internship and that it is mentioned in the internship agreement. It is also necessary that the other employees of the organization are liable to work on Sundays. 

Is the host organization allowed to make me work on a holiday?

Yes, on condition that it is coherent with the purpose of the internship and that it is mentioned in the internship agreement. It is also necessary that the other employees of the organization are liable to work on holidays. This holiday could be recovered by the intern.

Am I allowed to stop my internship before the date fixed on my agreement?

It is advisable to inform your academic advisor and the training supervisor before taking that decision, in order to explain your motives. An annex to the internship agreement will then have to be signed. The decision to end the internship has to be validated by the host organization and Sciences Po.

Is the host organization allowed to stop the internship before the end?

If certain rules are not met (serious misconduct, breach of the rules of discipline, privacy, safety, work schedules, etc.), the host organization has to inform the academic advisor and the Career Services, and they can decide to put an end to your internship.

Is the educational institution allowed to stop the internship before the end?

Yes. According to the agreement, the educational institution has to inform the other parties. Following this, an annex to the internship agreement must be signed.

Does the intern benefit from leave and related advantages?

The intern has the right to take days off or to ask for authorization to be absent, these rights equivalent to the ones applicable to the other employees with regard to cases of pregnancy, paternity or adoption. In the case of internships with a period of more than two months (i.e. more than 308 hours), the internship agreement has to provide for the possibility of leave and authorized absence. This is particularly the case so that you can attend mandatory sessions within your educational institution. You will not necessarily receive a stipend for these periods.

Am I allowed to be absent during my internship?

Yes, under certain conditions: to take exams, in case of pregnancy, paternity, adoption, illness, etc. Please do not forget to notify your host organization and the Career Services.

Training supervisor and academic advisor

How is the academic advisor chosen?

The academic advisor has to be chosen from the pedagogical staff. There has to be a significant link with the subject of the internship. This way, so that the advisor will be better able to define the skills to acquire or to develop during the internship.

What is the role of the academic advisor?

The academic advisor guides the intern on his internship. He is involved in defining the skills mentioned in the internship agreement. He is in touch with your training supervisor and ensures that the internship is progressing well through regular follow-ups. In case of a problem, he can call upon the host organization to redefine all or part of the mission.

How is the training supervisor in the host organization chosen?

The training supervisor is chosen by the host organization.

What is the role of the training supervisor in the host organization?

The training supervisor is responsible for the welcoming, the supervision of the intern and has to respect the stipulations mentioned in the internship agreement. The tasks attributed to the training supervisor may be defined in the form of a company agreement, as well as the conditions for the possible valorisation of this position. The training supervisor is in regular contact with the academic advisor. He has to inform him about the difficulties that can intervene during the internship and redefine the tasks committed to the intern with the academic advisor.

Stipend

Are the internships paid?

In French law, the term used for remuneration of an internship is “stipend” and not “wage”.

How is the stipend calculated?

The stipend is calculated from the first day of the first month of the internship. It is due for each hour of presence in the host organization and it has to be paid monthly. You can calculate your internship hours and multiply them by the legal hourly rate (https://www.service-public.fr/).

Am I paid during holidays?

If the intern is present, he will be paid. If the intern is absent, the decision will be upon the host organization.

Am I paid if I do an internship in a foreign country?

The French regulation concerning the stipend does not necessarily apply abroad. Therefore, the host organization is not compelled to pay you a stipend, even if you do an internship for more than 308 hours.

Social security 

What is health insurance?

The health insurance covers the cases provided by the general regime, which are illness, disability, age, death, maternity as well as paternity. It is up to the student check the conditions.

Am I covered in case of illness during my internship?

Yes, concerning health insurance, the intern maintains the coverage of the social security regime from which he was benefiting before the internship.

What is an industrial accident?

The industrial accident can be one of the following:
a) an accident occurring during the internship tasks;
b) a commuting accident occurring during the intern’s habitual journey leading from his residence to the workplace and back, or to the habitual lunch place and back (restaurant, canteen, etc.).

What is a civil liability?

The civil liability responds to the obligation to compensate the damage caused to a third party. The civil liability insurance allows everyone to be protected. The students can download the MAIF certificate on their student account.

Am I covered in case of an industrial accident during an internship in France?

Yes, the coverage is ensured by the educational institution or by the host organization.

How are my traveling costs covered within the host organization?

When the host organization puts a vehicle at your disposal, the organization needs to verify in advance that the insurance policy of the vehicle covers your use. When you use your own vehicle or a vehicle lent by a third party during your internship, you must declare it explicitly to the insurer of the vehicle.

Benefits for students in an internship

What is an “income in kind”?

An income in kind is a non-monetary remuneration: it can be access to the restaurant of the organization or meal vouchers (a financial part will be at the expense of the student), or a partial/full cover of the transport charges or as access to social and cultural activities.

Do I have access to the restaurant of the organization?

Yes, the intern has access to the restaurant of the organization under the same conditions as the employees of the host organization.

Do I have the right to meal vouchers?

Yes, the intern is entitled to meal vouchers under the same conditions as the employees of the host organization.

Do I have access to social and cultural activities from the host organization?

Yes, the intern has access to the social and cultural activities of the host organization.

Can my transportation charges be covered by the host organization?

The intern has the right to the same conditions as the employees of the host organization when it comes to transport expenses.

MAEDI

What is MAEDI ?

MAEDI stands for Ministère des Affaires Etrangères et du Développement International (Ministry of Foreign Affairs and International Development).

It is not necessary to send the MAEDI a certificate. If necessary, the MAEDI will directly contact Sciences Po.

Are the internships at the MAEDI remunerated?

The interns doing an internship of more than two months receive a legal minimum stipend for a full-time internship. In addition, for the duration of their internship, 50 % of the urban transport charges are reimbursed to the interns of Paris and Nantes.

How long do I have to wait for the follow-up of a request?

The “application deadline of the candidate”, appearing on the internship offer, is the date by which an answer has to be given to you.

How do I have to proceed to do an internship at a French Alliance, an economic Mission, a foreign French institution or a non-governmental organization?

The Ministry of Foreign Affairs does not handle these internship applications. The student has to contact these organizations.

How do I find accommodation and places to eat/buy food? What are the living conditions in the country?

It is up to the intern to research places and cost of accommodation, food, and generally to get information about the cost of living. So, information about the living conditions in the country can be found on the site of de MAEDI, sections “Français à l’étranger” or “Conseils aux voyageurs”, as well as on the site of the “Maison des Français de l’étranger”.

What makes an internship appealing ?

For the host organization, having an intern means: they can stay in connection with the educational institutions, and give them feedback on how evolve given the evolution of the professions in a given sector. Moreover, today’s student interns are the employers’ future co-workers.

For the student: the internship represents an opportunity to gain a first real world experience. It allows the student to get an active orientation while still studying and to make him confront his theoretical knowledge with the “real world”.

Can I do an internship with a self-employed person?

Yes, a self-employed person is a potential host organization. Please contact the Career Services for the formalities.

Which agreement do I have to use?

A model agreement exists to be used by higher education institutions. This model includes the mandatory conditions provided by the law and it is therefore possible to use this model. Sciences Po has its own model, based on the former one, that is the most used.

What do I have to verify before the arrival of the intern?

You have to be sure that a training advisor has been assigned to the intern and that he understands his tasks. Also a civil liability insurance needs to be provided as soon as you welcome interns. You have to be sure as well that the internship agreement is completely filled in and signed by the parties.

What are the possible dates and durations of the internship?

In many cases, the internship turns into a full-time position. But it can also develop in other directions: discontinuously and full-time, continuously or discontinuously and part-time. You may have an intern for a maximal duration of 6 months (i.e. 924 hours) in total in you organization.

How do I calculate the duration of the internship?

The duration of the internship is assessed by taking into account the actual presence of the intern in your organization. Each period of 7 hours, consecutive or not, count as an internship day and each period of 22 days of actual presence, consecutive or not, corresponds to an internship month. This method is valid to calculate the total duration of the internship. It will also calculate whether a stipend is obligatory (if the internship lasts more than two months), and to calculate the total duration of the internship (maximum duration of 6 months).

Can I extend the internship of a student?

 Yes, you can give an offer to the intern to prolong the internship. If he accepts, you can ask for an extension of the internship under the following conditions:

  • The extension must be compatible with the requirements of the student’s course of studies;
  • The total duration of the internship, extension included, must remain within the limit of the maximum legal internship duration (i.e. 924 hours);
  • The proposal takes the form of a written request addressed to the educational institution (e.g. email);
  • You have to obtain the agreement of the academic advisor and the education institution.

The accepted extension has to be mentioned in an annex to the internship agreement signed before the start of the extension period.

What are the recommended hours for an intern?

The presence of the intern in your organization follows the rules applicable to other employees which concern:

  • maximum daily and weekly presence;
  • presence at night;
  • daily, weekly and holiday breaks.

In addition, the specific regulations – work schedules or presence of a minor, for example – also apply to the interns.

Is it possible to receive several interns consecutively for a same position?

No, you have to respect a break which is fixed at one third of the duration of the previous internship.

Does the intern have the right to leave or the permission to be absent?

Legal leave and permissions to be absent in case of pregnancy, paternity or adoption can be obtained. Apart from legal leave listed above, after two internship months (i.e. more than 308 hours) and within the limit of 6 months at most (i.e. 924 hours), the internship agreement has to provide the possibility of leave and permissions to be absent for the benefit of the intern.

Am I supposed to pay the interns?

If the internship duration is less than or equal to two months (i.e. 308 hours) during the same academic year, you may pay a stipend to the intern, although this is not mandatory.

Does the intern benefit from income in kind?

The intern must be given access to the restaurant of the organization or the meal vouchers at the same conditions as the employees of your organization. Moreover, the intern benefits from the reimbursement of his transport expenses. Exemption limits regarding the incomes in kind exist. If you do not exceed these limits, these incomes in kind will not be charged.

Is the intern allowed to participate in the cultural life of the organization?

Yes, insofar as the intern is welcomed in your organization, he has the possibility to benefit from social and cultural activities. It is also a way to let him discover the different aspects of the workplace.

How do I manage the intern?

You have to assign a training advisor in your organization who will be responsible for the welcoming and supervision of the intern. He ensures that the internship agreements and its pedagogical stipulations are respected.

How do I monitor the activity of the internship in my organization?

When an intern arrives to start his internship and the internship agreement is signed, the training supervisor has to register the following:

  • intern’s name;
  • internship’s start and end dates;
  • training supervisor’s name;
  • the place where internship takes place.

This way, it will include all information for interns considering their order of arrival. In addition, you have to establish, according to all means to your agreement, a counting of the durations of presence of the intern.

What can I do if I am not satisfied with the intern?

You have to talk about it with him and contact his academic advisor in order to solve the problem or, possibly, decide together to modify the internship agreement (activities, missions, etc.). After that, if the problem persists, the internship agreement might be interrupted.

What can I do in case of illness or an accident?

In case of illness, the intern is covered by his or her own medical insurance. In case of industrial accidents, it is up to the welcoming organisation to declare the accident.

  • If the stipend is less than or equal to the legal limit:

a) In France: it is the educational institution (or training organization) that is responsible and considered to be the employer in the eyes of the social security. Still, you have to send the industrial accident declaration;
b) If the internship takes place abroad, you immediately have to contact the educational institution or the training organization that will send the industrial accident declaration.
In case of an accident which gives rise to a dispute of responsibility, the educational institution has to call the host organization of the internship so that the accident is treated in a unique procedure on the request of the intern and on the guarantee of the financial consequences of a possible recognition of an inexcusable fault.

  • If the stipend is higher than the limit, you are responsible for the accidents and considered to be an employer in the eyes of the social security. If the internship takes place abroad, you have to take the steps yourself, the educational institution is not responsible anymore.

Do I have to give the intern an internship certificate?

Yes, you have to give the intern an internship certificate which mentions the actual total duration of the internship and the total amount of the stipend paid.

If I decide to recruit the intern at the end of the internship, what happens next?

If you recruit the intern within the 3 months following the internship, the duration of the internship is deducted from the trial period, without resulting in the reduction of the trial period by more than the half, except if a collective agreement provides more favourable stipulations. When the intern is recruited and is given tasks which correspond to the activities entrusted to him, the internship duration is fully deducted from the trial period. When the intern is recruited by the organization at the end of an internship for a period exceeding two months, the duration of this internship is taken into account for the opening and the calculation of seniority rights.

Educational institution 

What is the role of the educational institution?

  • Communicate the internship offers that are connected with the suggested training to the students.
  • Guide and assist students in their search for internships.
  • Keep track of the organizations that are likely to offer the students a professional experience in connection with their major field of training.
  • If necessary start partnerships with these organizations in order to access internships and opportunities.
  • Support the students in their research: help with the construction of the professional project and with the determination of potential internship places in connection with the project, help with the design of a folder, update the internship offers on a platform, etc.).

Particular case: the training organization in which the students in social work are enrolled is responsible to determine the qualifying sites in connection with the professional project of the student.

How to promote the international mobility of the interns?

By offering students internship offers abroad and ensuring a support to draft a folder for an internship application abroad (visa, certificate etc.).

What do I have to check before signing the internship agreement?

  • That the training programme includes a pedagogical volume of education accomplished in the presence of the student of at least 200 hours per academic year.
  • That an academic advisor is chosen from the pedagogical staff of the institution: he is also a signatory of the internship agreement.
  • That a training supervisor is chosen in the host organization: he is also a signatory of the internship agreement.

Is it compulsory to use the proposed format internship agreement?

No. The decree of 29 December 2014 indicates that the educational institutions and organizations providing training of levels 3 to 1 can draft their own internship agreement, though based on the suggested agreement-type. This must happen in consultation with the host organizations. Sciences Po has its own internship agreement (available in French and English).

Can I offer the student an alternative to the internship?

There are alternatives to a classic internship for the student to satisfy his mandatory internship requirements:

  • A fixed-term employment contract or a permanent employment contract
  • French International Volunteers in Business (VIE) or French International Volunteers in Administration (VIA)
  • Student or entrepreneurship

What is the role of the academic advisor?

The academic advisor must:

  • ensure that the internship happens according to plan and that the agreement’s stipulations are respected.
  • keep contact with the training supervisor in the host organization in order to ensure a satisfying internship.
  • follow up with the intern regularly (appointment, mail, face-to-face).

He/she can suggest a redefinition of the intern’s missions.

In particular cases of an interruption of the internship or a breach of the internship agreement provided by law, the academic advisor will, together with the educational institution, decide whether internship is validated or to suggest an alternative validation condition. The cases provided by law are the following:

  • The intern interrupts his internship for a reason related to illness, an accident, pregnancy, paternity, adoption;
  • After the agreement of the educational institution (academic advisor and service in charge of the internships), the intern interrupts his or her internship because the stipulations of the internship agreement are not respected by the host organization.
  • The host organization takes the initiative to breach the internship agreement.

In these same cases, and after the agreement of the parties, the internship could also be postponed.

What is the role of the educational institution during the internship?

The institution is a relief of the academic advisor, the intern and the host organization for any question relating to the internship agreement, to the good development of the internship and to solve the problems that could arise.

In case of a problem, what is the role of the institution?

The student has to contact Science Po as soon as possible (his or her academic advisor or/and the Career Services). Any problems raised by the intern of the training supervisor has to be the subject of a careful study by the institution (academic advisor and service in charge of the internships) to find an appropriate solution. If necessary, it will be necessary to change the internship mission or the terms of the internship agreement. In this case, an annex will have to be added to the agreement and signed by the same parties as in the original agreement.

In particular cases of an interruption of the internship or a breach of the internship agreement provided by law, the academic advisor intervenes with the educational institution to decide about the validation of the internship or to suggest an alternative validation stipulation.

What is the part of the institution at the end of the internship?

The modalities of the compensation of the intern are defined by the regulation of studies or training under the terms of the organization. These can take the form of a report, an evaluation sheet, a presentation before a jury or a memory, for example.

The compensation will lead to an evaluation from you and, possibly if this is provided, an attribution of European funding.

At the end of the internship, you have to remind the interns to obtain the internship certificate by the host organization.
